Implementation of LT2 is Wasteful

Why the LT2 rule doesn't make sense for Portland and Bull Run.

Complying with rule through building new treatment facilities and eliminating the reservoirs will cost ratepayers over $1.6 billion dollars, including debt service.

Current City of Portland cost estimates:

  • Filtration (selected water treatment) : $385 million
  • Reservoirs: $403 - 436 million
  • $385 million + $418 million = $803 million
  • Double above to cover interest = $1.6 billion
  • Add additional costs for annual maintenance, personnel and additional energy.

Consider that 40% of the Water Bureau’s current budget is already dedicated to debt service.
